I have the honour to inform you that I have recently had under consideration the terms on which Lieut. and Quartermeeter W. Higby holds his appointment under this

Government.

Sergeant Hajor Highy as he then was, entered into an agreement with this Goverment on the 16th October, 1903, which was renewed in January, 1909, for a further period of five years, and in 1914 for a third period of five years. In consideration, however, of Lieut. Higby

egreeing to serve the Government in his present post for two

years after attaining the age of 55 I recommend that he should

be placed on the permanent staff and receive free second class

passages to England for himself and his wife on retirement.

Up to the 13th February, 1906, Lieut. Higby Wes in the Army and the Goverment of Hongkong paid a contri- tution to the Military Authorities towards his Army pension. If you should approve of his being placed on the permanent staff he will earn a pension from this Government as from the

14th February, 1906.
